1. Applicants for a marriage license present the requirements for the application to the EIC. 1. Determine whether one or both applicants are residents of your municipality. For foreign applicants, require a Certificate of Legal Capacity to Contract Marriage issued by the consulate of the foreign applicant’s country in the Philippines.

2. Applicants sign the Application for Marriage License upon ensuring that the correct entries were given. 2. Accomplish the Application for Marriage License (Mun. Form No. 90, Form No. 2). The EIC should take steps to verify the ages of the applicants and determine if there are any legal impediments to the intended marriage. Require proof of termination of previous marriages, if any, such as a death certificate, decree of presumptive death, and annulment decree/declaration of nullity of marriage, as the case may be. 3. Parents/Guardian execute Consent and or Advice upon intending marriage. 3. Applicants 18-21 years of age: Consent in writing by the father/mother/ surviving parent/ guardian, in the other mentioned, who must appear in the person to the Municipal Civil Registrar or execute an affidavit to attest by any official authorized by law to administer oaths.

3.1. Applicants 21-25 years of age: Advice upon intended marriage must be given by the father, mother or guardian of applicant.

3.2. Record the application in the register of Applications for Marriage License.

3.3. Post the notice of the application for marriage license for 10 consecutive days in the bulletin board outside the office of the Municipal Civil Registrar. Instruct applicants that the marriage license will be issued after the 10- day posting.
